MAKHACHKALA, April 17 – RIA Dagestan. As part of the Science Week-2026, Dagestan State Technical University convened a strategic session on establishing a construction materials industrial cluster, uniting government representatives and sector executives.
Industry Minister Nizam Khalilov highlighted projections: a production volume of RUB 15 billion by 2025, a 19% wage increase, yet only 15–20% of manufacturers operate within the formal economy. The forum addressed stringent quality assurance and exclusion of non-certified materials from construction initiatives.
Dagestan has been developing the cluster over the past year and has submitted necessary documentation to the federal Industry Ministry. An interdepartmental task force currently monitors price fluctuations following unjustified surges amid recent floods.
Additional proposals include prioritizing locally manufactured materials in government-funded projects and enhancing collaboration between DGTU and industry to align specialist training with market demands. The overarching conclusion emphasizes the integration of academic insight, policy frameworks, and industrial capabilities to ensure sustainable growth, quality assurance, price stabilization and workforce advancement.
