Dagestan Plans to Introduce Unified Payment Document Based on Experience of Moscow Company

MAKHACHKALA, July 7 – RIA "Dagestan". Moscow-based "Unified Legal Operator in the Housing and Utilities Sector" presented a centralized payment collection project at a meeting held by the Construction Ministry of Dagestan. Chaired by Deputy Minister Gazimagomed Zakaliev, the meeting focused on developing the republican housing and communal services sector and featured Arsen Gadzhiev, Acting Head of the State Housing Inspectorate as well as the representatives of resource-supplying organizations.

The system proposed supports the regional leadership's initiative for a unified payment document and is already used by the company to service over 14,000 buildings and 350,000 accounts. Key features include automated billing, a centralized dispatch service and a highly effective debt collection mechanism alongside direct integration with the Federal Bailiff Service and major banks.

Addressing the presentation, Arsen Gadzhiev noted existing objective problems that demand decisive action from utility providers, stressing that any new innovations must operate transparently and clearly. Consequently, Gadzhiev proposed initiating a pilot run of the system using one of the local management companies that service apartment buildings in Dagestan.
