MAKHACHKALA, February 24 — RIA "Dagestan". At a press conference held at RIA "Dagestan", the regional Minister of Industry and Trade Nizam Khalilov reviewed the ministry's 2025 achievements, set forth key objectives for the coming year and declared 2026 as a focal period for strengthening technological sovereignty.
The republican industrial capacity expanded in 2025 with the completion of three significant investment projects. Dagestan Steklo Tara modernized its operations through a RUB 1.7 billion investment, adding 183 jobs. In Kaspiysk, the ROVNA industrial complex opened construction materials plants following a RUB 1.4 billion investment, employing 125 workers. Meanwhile, logistics operator ORC Makhachkala delivered the initial phase of a 55,000-square-meter OZON warehouse facility, representing a RUB 9.1 billion commitment and creating 525 positions.
In 2026, authorities plan to launch a RUB 2 billion coated glass production facility, expected to create 34 high-tech positions. Khalilov also highlighted Dagestan's fifth-place ranking in Russia's National Cluster Development Index, citing established glass, footwear and wool clusters, with efforts underway to develop a construction materials cluster. The minister emphasized that 2026 will serve as a pivotal year for strengthening domestic industries and advancing import substitution as key components of Russia's technological sovereignty strategy.
