MAKHACHKALA, March 12 – РИА Dagestan. Deputy Prime Minister Abdurakhman Makhmudov chaired a meeting of the tripartite commission for regulating social and labor relations in Dagestan, where officials discussed foreign worker quotas for 2027. According to Deputy Minister of Labor Dzhabrail Dzhabrailov, the Russian Ministry of Labor is currently preparing proposals on foreign worker quota allocations for 2027. Dagestan has proposed maintaining the existing 30 percent threshold established for the republic in 2025.
Under current regulations, construction companies employing migrant workers—those holding patents or work permits—must ensure that foreign nationals do not exceed 30 percent of their total workforce. The remaining positions must be filled by Russian citizens or nationals of Eurasian Economic Union member states.
Analytical data shows that 63.7 percent of foreign nationals working in Dagestan under patents are employed in the construction sector. At the same time, employment centers receive applications from more than 7,000 unemployed Dagestani residents annually seeking jobs in construction specialties. Employers are therefore encouraged to prioritize hiring local specialists, with the Republican Employment Service offering recruitment assistance. Companies are urged to actively post vacancies, including on the federal "Work in Russia" portal.
Makhmudov emphasized region’s commitment to protecting the employment interests of local residents and preventing the displacement of domestic workers by migrant labor.
