MAKHACHKALA, May 13 – RIA "Dagestan". At its 56th session, the People's Assembly of Dagestan, chaired by Speaker Zaur Askenderov, reviewed 29 items on the agenda and accepted the Public Chamber's 2025 annual report, which covers the Chamber's activities and the state of civil society in the republic.
In the second and final reading, parliamentarians adopted draft laws on amendments to Dagestan's Constitution; regulation of state positions and municipal service; public health protection; activities of village elders; public representatives in the Judicial Qualification Board; additional social support guarantees for orphans and children without parental care; housing allocation procedures; major repairs of common property in apartment buildings; the Red Data Book of Dagestan; conservation of hunting resources; privatization of state property; physical culture and sports; and state regulation of trade activities.
In the first reading, lawmakers adopted bills regulating the commemoration of outstanding figures and historical events; natural therapeutic resources and spa territories; international relations of local self-government bodies; restrictions on retail sales of alcoholic products and non-alcoholic energy drinks; freedom of conscience and religious activities; and the treatment of stray animals.
Commenting on the animal welfare bill, Parliamentary Chairman Zaur Askenderov said the legislation aims to protect residents—especially children and the elderly—from stray animal attacks while upholding humane treatment standards. He recommended that the Ministry of Justice analyze enforcement practices in other Russian regions with similar laws.
Deputies also considered amendments to the Assembly's Rules of Procedure, approved new members of Dagestan's Public Chamber and reviewed election-related legislative updates. The session finished with an awards ceremony, during which Zaur Askenderov presented the honorary badge of the State Duma "For Merits in the Development of Parliamentarism" to the First Vice-Speaker Yuri Levitsky and deputies Sagid Sagidov, Khuchbar Khuchbarov and Mukhtarpasha Umakhanov.
