Car insurance cost will not change for residents of five cities in Dagestan - Bank of Russia

The Bank of Russia has revised the values of territorial coefficients for compulsory motor third-party liability insurance in 18 regions of the country where they did not align with the increased claims. This adjustment also affected Dagestan.

For residents of Makhachkala, Kaspiysk, Buynaksk, Derbent and Khasavyurt, the cost of car insurance will remain unchanged. In these cities, the territorial coefficient will remain at the same level.

In contrast, drivers residing in other cities and districts within the republic will be required to pay higher premiums due to the increase in the coefficient. According to Murad Idrisov, the head of Dagestan branch of the Central Bank, this measure aims to establish a more equitable premium structure that reflects the varying levels of risk associated with different driving conditions.

Moscow has the highest percentage of drivers who have experienced the maximum reduction in insurance premiums under the Motor Third-Party Liability insurance scheme in 2024. Approximately 50% of car owners in the capital city enjoy the lowest value of the bonus-malus coefficient, which is a system that calculates the cost of the MTPL policy based on the individual's driving history. When there are no accidents, drivers receive a discount on their premiums, but if they do get into an accident, their insurance costs increase.

In contrast, the fewest car owners with maximum discounts for safe driving are found in the southern regions of Russia, including Crimea, Sevastopol, Dagestan, and Chechnya.
