Chairman of Dagestan parliament proposes amendments to law on freedom of conscience

At the regular sitting of the Commission of the Council of Legislators of the Russian Federation, Zaur Askenderov, the Chairman of the People's Assembly of Dagestan, proposed a legislative initiative to amend the Federal Law "On Freedom of Conscience and Religious Associations."
The amendments aim to strengthen the protection of society against extremist religious organizations. The draft law proposes:
1. An indefinite ban on establishing religious organizations for former leaders of extremist and terrorist associations.
2. Approval of registration of local religious organizations with the executive authorities of constituent entities of the Federation (as determined by regional legislation).
3. Granting centralized religious organizations the exclusive right to publish and distribute religious materials and writings.
According to Askenderov, current measures are not sufficient, as convicted extremists frequently receive training abroad and continue with their activities. The Commission of the Council of Legislators has supported this initiative and recommended that the bill be submitted to the State Duma for further consideration.
