The comprehensive development plan for Derbent, implemented over the last five years, has proven highly successful, establishing a solid foundation for the city's transformation into a prominent tourist destination on a national scale.

According to Anton Finogenov, Director of Urban Environment Development at DOM.RF, the master plan for Derbent is considered one of Russia's most effective urban development strategies. Finogenov emphasized that its five-year implementation has positioned the city as a potential hub for federal tourism.

Finogenov further stated that similar master plans have been developed for other cities in the North Caucasus region, including Grozny and Argun in Chechnya, Vladikavkaz in North Ossetia-Alania, and Caucasian Mineral Waters in Stavropol Krai.
