Shamil Khadulaev, Chairman of the Public Monitoring Commission of Dagestan, took part in the offsite workshop-meeting "Improving the Work of PMCs: Training, Interaction, Effectiveness" held in St. Petersburg. The meeting format proved to be intensive, ranging from the exchange of regional practices to discussions on probation reform and human rights protection issues.

Shamil Khadulaev presented a report titled "Human Rights Defense in a Multinational Region: Experience, Challenges and Recommendations of Dagestan PMC" highlighting the specifics of public oversight in a multicultural environment and mechanisms of interaction with the law enforcement agencies.

Event participants visited penitentiary system facilities, including the temporary detention center of the Main Directorate of the Ministry of Internal Affairs across St. Petersburg and Leningrad Region.
