The rating was compiled by RIA Novosti experts on the basis of the per capita area of housing under construction at the beginning of 2024. Statistics from the Unified Information System for Housing Construction DOM.RF and the official number of residents of municipalities as of 1 January 2024 were used as a basis.

Among the cities of the North Caucasian Federal District, Cherkessk ranked highest - 17th place and 1.74 square meters per capita. Grozny ranked 26th with 1.53 square meters. Stavropol was 33rd with 1.41 square meters. Nalchik (42nd place, 1.15 square meters) and Vladikavkaz (48th place, 1.11 square meters) were not far behind. Magas took 67th place with 0.76 sq km.

The absence of Makhachkala in the ranking is caused by the fact that since the end of November 2024, the mayor's office had temporarily halted all construction work in the city due to a large-scale inspection of permits issued.
