The "Rubasky" state nature reserve of regional significance is planned to be finalized by the end of 2025. The protected area will encompass the Shur-dere tract and adjacent lands located in the southern foothills of Dagestan, spanning three municipal districts - Derbent, Suleiman-Stalsky and Tabasaran.
As to the regional Ministry for Natural Resources and Ecology, the total area of the reserve will exceed 94 million square meters and will consist of two clusters: "Charadere" (approximately 58.4 million sq. meters) and "Shurdere" (approximately 36.4 million sq. meters).
The main goal of the reserve is to preserve the arid steppe and desert landscapes of the Southern Dagestan foothills, as well as to protect rare and endangered species of plants, animals, and fungi, many of which are listed in various levels of Red Data Books. Over 440 species of vascular plants and more than 250 species of vertebrate animals have already been identified within the territory.
