The regional authorities undertake significant initiatives to enhance mobile communication infrastructure in remote areas.

Under a federal program aimed at providing stable mobile connectivity to sparsely populated regions, 139 base stations are scheduled for installation by the end of 2025. Rostelecom PJSC, operating as the universal communication service provider, execute the project. The program initially targeted settlements with populations ranging from 100 to 500 people but was expanded in 2025 to include villages with up to 1,000 residents.

As of July 2025, 93 stations have been constructed, with 71 becoming operational in 2023, 7 in 2024, and 15 during the first half of 2025. Additional 46 stations are slated for completion by year-end. Funding is sourced from the federal budget under the "Data Economics and Digital Transformation of the state" national program.

Besides, a communication industry development strategy has been approved, outlining the introduction of high-speed communication channels with speeds up to 1 Gbit/s in apartment buildings within cities exceeding 100,000 residents. Digitalization topics are regularly addressed at the annual Caspian Digital Forum, which brings together regional and federal experts.
