The Federation Council of the Russian Federation has approved law initiating a pilot program to regulate guest house services.  This experimental phase, commencing on September 1, 2025, will be implemented across 17 regions of Russia, including Dagestan and Stavropol Krai. The federal territory of Sirius will also participate in this experiment.

As stated by Mokhmad Akhmadov, the deputy Chairman of the FC Committee on Social Policy,  this law represents a crucial first step towards establishing a comprehensive legal framework for guest house operations. The experiment aims to develop a specialized regulatory mechanism tailored to the unique characteristics and needs of this sector.
