A new law in Dagestan will establish formal rules for guest houses starting December 21, 2025. The initiative, announced by the republican Ministry of Tourism, aims to create a clear regulatory framework for private homeowners offering accommodation to tourists, addressing a previously informal sector.
The legislation seeks to legalize operations, increase market transparency, and boost small tourism businesses. It introduces defined quality and safety standards for the first time. This move aligns Dagestan with a federal pilot program (September 1, 2025 – December 31, 2027) designed to formalize private tourist accommodations, improve service, and set consistent standards nationwide.
