In October and November 2025, Dagestan registered 488 housing equity participation agreements —with November alone accounting for 367 contracts, a big increase compared to 151 in October.

According to Arsen Pirmagomedov, Head of the Rosreestr Directorate across Dagestan, this significant growth is driven by government support measures for developers and enhanced transparency in registration procedures. These improvements have boosted public confidence, encouraging more citizens to formally register ownership rights for apartments purchased under shared-equity construction schemes.

Pirmagomedov also highlighted a growing trend in the fourth quarter: an increased use of the Gosuslugi (State Services) portal for submitting registration applications online, reflecting broader digital adoption in real estate transactions across the republic.
