Experiment on legalization of guest houses to be launched in Russia

The Russian Federation has commenced a pilot program aimed at establishing a distinct legal framework for the operation of guest houses. President Vladimir Putin formally enacted the legislation, with the experimental phase commencing on September 1, 2025, and concluding on December 31, 2027. The initiative will be implemented across 19 regions of Russia, encompassing diverse geographical areas.
The primary objective of this program is to develop a specialized regulatory mechanism governing the provision of services within guest houses. A "guest house" is defined as an individual residential structure or portion thereof dedicated to providing temporary lodging for visitors. The legislation stipulates specific criteria for eligibility: the property must be situated on land designated for residential purposes, personal cultivation, or gardening; ownership must reside with a private individual; and the construction must adhere to authorized building regulations.
Guest houses seeking inclusion in the unified tourism industry registry are subject to adherence to these stipulated requirements. Failure to comply will preclude entry into the registry. The law further outlines the permissible range of services offered by guest houses and prescribes a classification procedure for such establishments.
