Ruslan Shavlukhov, Makhachkala city deputy and head of Dagestan branch of the Special Military Operation Volunteers Association, represented the Republic of Dagestan at the International Civil Engagement Forum “5 Years #WeAreTogether,” currently taking place in Moscow. The significance of this major event—bringing together hundreds of delegates, including international participants—was underscored by the attendance of Russian President Vladimir Putin at the plenary session.

“A significant portion of the forum’s discussions focused on volunteering and civic engagement in the context of the special military operation” Shavlukhov noted. Ruslan added that, together with his colleagues from the SMO Volunteers Association, he took part in several panel sessions actively addressing the development of targeted support systems for SMO participants and their families, as well as strategies for uniting efforts among government, nonprofit organizations and the private sector to achieve these goals.
