MAKHACHKALA, February 16 – RIA “Dagestan”. The implementation timeline for the Caspian Coastal Cluster tourism project in Dagestan has been accelerated by six years due to strong investor interest, the first deputy Minister of Tourism Abdula Magomedov says. While the original master plan envisioned completion by 2036, the project is now expected to be fully operational by 2030, with certain individual facilities potentially opening as early as in 2028.
The infrastructure component of the project is estimated at 28 billion rubles. The republic has assumed responsibility for constructing a regional road (4.4 billion rubles) and water supply systems (1.5 billion rubles). Design documentation for these facilities has been completed and received positive conclusions from state expert review.
Of the 16 investment agreements previously signed—totaling RUB 60 billion—two investors have already commenced on-site work, while others finalize design documentation. Several investors have secured concessional loans amounting to approximately RUB 16 billion. A new call for applications is expected soon for an additional 13 investment lots valued at over RUB 50 billion.
