SAINT PETERSBURG, June 9 – RIA Dagestan. The experience of building hotels and resort facilities in Azerbaijan could be applied to the implementation of projects on the Caspian Sea coast in Dagestan. Emin Agalarov, President of Agalarov Development, told RBC Caucasus.
Highlighting Dagestan as a remarkable destination he often visited, Agalarov compared its coastline to his own resort developments in Azerbaijan, pointing out their shared border, climate, sea and sandy beaches. Relying on his vast experience constructing properties along the Caspian, he explained that he had repeatedly advocated for entering the local cluster. Despite these persistent calls, however, no specific details or agreements had been set in motion so far.
Recalling his 2025 SPIEF meeting with Dagestani leadership, Agalarov pointed out their mutual agreement to develop a Caspian coast hotel complex project. He affirmed the company's enthusiasm for building hotels in the region, while pointing out that government support remains crucial for bringing these large-scale investments to fruition.
Agalarov noted that he had gone through a lengthy process in Azerbaijan under conditions where water, sewerage and electricity had been in short supply. He argued that large-scale projects of this kind should be launched only when the state was prepared to deliver the infrastructure, with the developer then taking charge of the development. If they could build proper communication channels here, the businessman added, they could give it a try.
