As of December 22, 2025, the Republic of Dagestan’s republican budget has collected RUB 60.3 billion in revenues—5.8% above the annual target. This increase reflects robust fiscal performance, with tax revenues reaching RUB 47.7 billion (101.1% of plan) and non-tax revenues soaring to RUB 12.5 billion, a remarkable 2.2-fold increase compared to 2024 and well above the 128.8% of the planned figure. The sharp rise in non-tax income—likely driven by fees, asset sales, or other non-recurring sources—has significantly bolstered the region’s financial stability.
The bulk of these funds has been directed toward essential social spending, ensuring timely payments of public sector salaries, utility subsidies, student scholarships, and targeted support for low-income families. This prioritization underscores the government’s commitment to social welfare and economic security for vulnerable populations. Furthermore, RUB 12.7 billion have been transferred to municipal budgets—covering 99.7% of the planned allocation—enabling local governments to fulfill their social obligations through November 2025 without interruption.
Looking ahead, Chairman of the Government Abdulmuslim Abdulmuslimov has ordered the development of detailed expenditure roadmaps for 2026–2028, stressing the importance of transparency, accountability and efficiency in public spending. With revenues exceeding projections, Dagestan is positioning itself for more strategic budget planning, aiming to translate improved fiscal health into sustained investments in infrastructure, healthcare, education, and economic development across the republic.
