Russia plans to reinstate the export of processed rice groats in 2025, commencing with an initial quota of 50,000 tons. This policy shift was announced by Deputy Prime Minister Dmitry Patrushev during his address at the All-Russia Grain Forum.

Patrushev emphasized Russia's commitment to exporting higher-value agricultural products. Consequently, rather than exporting raw rice, the country will gradually permit exports of processed rice products based on market demand.

The proposal to resume rice exports originated from a Dagestani delegation at the recent II Caucasus Investment Forum.  Subsequently, Andrei Razin, Deputy Minister of Agriculture of the Russian Federation, confirmed that the Ministry was actively pursuing this initiative.

Dagestan achieved a significant rice harvest of 165,000 tons in 2024. The republic currently houses four raw rice processing facilities, with construction underway for a fifth.
