Large-Scale Modernization of Rehabilitation Centers Underway in Dagestan

In 2025, Dagestan implemented a large-scale modernization of its rehabilitation system for people with disabilities. Over RUB 98 million have been allocated from the regional budget for this purpose, enabling a substantial upgrade of the material and technical infrastructure of specialized rehabilitation centers. Coordination of these efforts is overseen by the Council under the Head of the Republic, chaired by Deputy Prime Minister Abdulrakhman Mahmudov.

Particular emphasis is placed on medical and socio-cultural rehabilitation—including tailored assistance for participants of the special military operation and for children. For instance, at the “Nadezhda” (Hope) Rehabilitation Center, more than 100 families with children aged 1-7 have received comprehensive diagnostic services, made possible by state-of-the-art equipment purchased through a grant from the Head of Dagestan.

Targeted social initiatives are also being implemented. The “Social Taxi” project, run by the “Zabota” (Care) Center, has received RUB 15.3 million in funding. The regional list of technical rehabilitation aids has been expanded, incorporating feedback from the disability community. Concurrently, efforts are underway to enhance infrastructure accessibility, including the creation of a reserve housing fund for those in need.

Public engagement is a key component of the program: disability representatives have been appointed in all municipal districts, and support has been provided for the anniversary events of the All-Russian Society of the Blind. Together, these measures aim to foster a truly inclusive environment that meets the diverse needs of people with disabilities in Dagestan.
