MAKHACHKALA, February 12 – RIA “Dagestan”. Over the first 10 months of 2025, direct non-cash payments for housing and utility services in Dagestan accounted for 2% of transactions, while payments processed through authorized payment agents represented 20%, according to the State Housing Inspectorate of the Republic of Dagestan. The republican housing and utilities sector comprises 337 operating organizations, yet the adoption of modern payment methods remains limited.
Arsen Gadzhiev, Head of the State Housing Inspectorate of Dagestan, noted that expanding non-cash payment options reflects growing citizen demand. Residents seek convenient, commission-free payment methods that eliminate queues and reduce risks.
"Cash transactions in the utilities sector lack transparency" Gadzhiev says. "Funds often remain with intermediaries for extended periods, reach resource suppliers late, and result in penalties for consumers. Non-cash payments ensure that funds are transferred to the recipient immediately upon payment."
