Investments in Dagestan's wine industry reach RUB 5 billion

Under the joint initiative of the federal Ministry of Economic Development and the government of Dagestan, the local wineries have invested approximately 5 billion rubles over the past four years in the industry. These funds have been allocated to expand and upgrade grape processing facilities, as well as to develop vineyards.
Producers who have signed agreements with the regional government have reinvested funds from reverse excise taxes into the industry. According to Albina Murtayeva, deputy director of the department of socio-economic development of the North Caucasian Federal District at the Ministry of Economic Development, only enterprises that completed a full cycle of investment agreements with the ministry are now eligible for an increased coefficient when calculating reverse excise taxes.
Currently, agreements have been signed with four wine producers from Dagestan and one from Krasnodar. By the end of 2026, it is expected that they will attract approximately 4 billion more rubles to the industry. The campaign to passport wineries, which was supported by the Association of Winegrowers and Winemakers of Russia, has also been completed.
According to Alexei Plotnikov, Executive Director of AVVR, the introduction of a passportization system will increase the transparency of the wine industry.
