Dagestan: An uphill battle for road safety

Despite the measures taken, the road traffic situation in Dagestan remains alarming. This has been stated by Dagestani prime minister Abdulmuslim Abdulmuslimov at the regular sitting of the governmental Road Safety Commission on August 21.

The statistics are inexorable: in the first 7 months of 2024, 897 accidents occurred on the roads of Dagestan, which is 1% less than in the same period last year. However, as to Abdulmuslimov, "…the measures taken do not allow to change the situation, people continue to die on the roads. The worst thing is that young people and children die. Since the beginning of the year, 169 people have died and 1296 got injures. The number of traffic accidents with serious consequences remains high".

There are several reasons for these grim statistics. One of the main reasons is a lack of adherence to basic safety rules such as speed limits and overtaking regulations, as well as drunk driving. Additionally, poor road user behavior such as disregard for other drivers and pedestrians, inappropriate use of signals and inattention contribute to accidents. Another reason is the ineffectiveness of existing measures such as fines, road safety campaigns and inspections of vehicle technical condition.

These measures are not sufficient to change the current situation. Furthermore, the inadequate road infrastructure, including the length and condition of roads, does not meet the increasing number of vehicles and population.

The situation calls for a comprehensive approach to improving traffic safety. This includes strengthening legal control, improving road infrastructure, and enhancing vehicle safety. Strengthening legal control involves stricter penalties for traffic violations and the creation of a video system to record infringements. This would help ensure that drivers are held accountable for their actions.

Improving road infrastructure includes repairing and constructing new roads, upgrading street lighting, and installing fences and barriers to prevent accidents. Enhancing vehicle safety involves mandatory inspections of vehicles' technical condition and promoting the use of safety systems such as airbags and seat belts. Educational efforts include raising public awareness about road safety rules and promoting responsible driving. This could be done through advertising campaigns and educational programs in schools and universities.

Increasing social responsibility: Activating the role of the public in addressing the road safety issue, creating public oversight groups, and supporting initiatives to enhance road safety. Solving the road safety challenge in Dagestan is a complicated and multifaceted challenge that necessitates the collaborative efforts of the government, the general public, and each individual. Only through collaborative efforts can we significantly reduce the number of accidents on the roads and create secure conditions for all road users.
