MAKHACHKALA, May 15 – RIA "Dagestan". The V All-Russian Scientific and Practical Conference "State Final Certification under New Conditions: Trends, Technologies, Regional Experience, Analysis and Interpretation of Results" was held at Dagestan Institute for Education Development.
The event focused on exchanging best practices for improving educational outcomes, methods for analyzing assessment data, technological development of the Federal Information System for State Final Certification, transitioning to domestic software solutions and enhancing the objectivity and transparency of certification procedures. During plenary sessions and thematic sections, experts discussed current challenges facing the examination system and shared experience in organizing the Unified State Exam, including mentorship formats for commission members and technical specialists.
Yahya Buchaev, Acting Minister of Education and Science of Dagestan, emphasized the need to proactively plan for conducting State Final Certification in case traditional routes become inaccessible due to security threats or natural hazards. "Five years ago, we started this tradition—an annual conference before final certification. Today, the new changes in the world require a new level of readiness" Buchaev stated, stressing that backup routes must be identified for every potentially hazardous area, especially in mountainous regions.
The minister also placed special emphasis on safeguarding exam integrity and creating a comfortable psychological environment for students. "Dishonesty toward one student inevitably means injustice toward all others. Protecting the integrity of the State Final Certification procedure is an investment in every child's future" – the top official said, while recommending explanatory work with parents to reduce excessive pressure on examinees.
Aida Dalgatova, First Deputy Minister, presented additional measures to ensure objectivity, including secure data transmission networks, real-time violation monitoring and comprehensive video surveillance. Shamil Omardibirov, Head of the Supervision and Control Department, delivered a report on control mechanisms during the certification period, emphasizing transparency and protection of participants' rights throughout the examination process.
