The decree has been signed by the Head of the republic, Sergei Melikov. The awards are established to foster musical culture and commemorate the legacy of the renowned composer, People's Artist of the USSR.

The prize amounts to RUB 150,000 and is granted biennially for outstanding contributions to musical art, including compositions and scholarly investigations. Eligible candidates for this honor include representatives from regional cultural ministries, creative unions, civic organizations and educational institutions.

Additionally, two annual scholarships of RUB 5,000 each are available to promising young musicians. Applicants for these scholarships include winners of international, national and regional musical competitions, as well as creators of original works or innovative projects.
