Abdulatipov informed that Daghestan state program "Interaction with religious organizations in Daghestan and their state support for 2014-2016" has been developed. It helps support religious associations and religious educational institutions in holding their events in order to strengthen the principles of humanity and religious tolerance which are aimed at giving the younger generation a spirit of patriotism and civic responsibility. The program also assists in organizing the Hajj tours.
In turn, Daghestan Mufti Sheikh Akhmad Hajji Abdullayev spoke about what the alims and Daghestan Spiritual Board do for spiritual and moral upbringing and education of Daghestanis. Talking about education, he said that when establishing secondary and higher education Islamic institutions, they must take into account all citizens’ needs. He added they need to have competitive educational institutions to attract non-residents rather than send Daghestani students abroad for a quality Islamic training.
Ramazan Abdulatipov supported the idea of establishing an Islamic university and suggested that they concentrate all scientific and teaching potential in one large institution with branches in Daghestan regions. He also noted that only exceptionally competent and enlightened people should become imams.
About Daghestan Spiritual Board he noted that:
