Dagestan along with other regions of the Russian Federation St. Petersburg, Leningrad Region, Moscow, Altai Territory and Irkutsk Region have joined the Presidential Program "Five Seas and Lake Baikal". Dagestan is the only North Caucasian region participating in this program. The main goal of the project is to build year-round mega-resorts in five Russian seas: the Caspian Sea, the Black Sea, the Azov Sea, the Baltic Sea and the Japan Sea. These resorts are expected to ensure an increase in domestic tourism by at least 10 million trips by 2030.

The funds will be invested primarily by private businesses, as well as from state budgetary resources. By 2030, 10 modern resorts are planned to be built.
