The Russian government has sanctioned the maximum indices for the increase in tariffs for utilities starting from the second half of 2025. The following regions are expected to experience the most significant increases in payments:

Perm Krai (+21.1%);
Arkhangelsk Oblast (+20%);
Kuzbass (+19.8%);
North Ossetia (+19.1%);
Ingushetia (+17.6%);
Dagestan (+17.5%).

The Federal Antimonopoly Service of Russia emphasizes that starting in 2025, tariffs in the housing and utility sector will be evaluated based on the principle of ensuring that 1.5% of revenue generated by resource supply companies is allocated for targeted purposes. This amount will exclusively be utilized for the modernization of municipal infrastructure.

Over the next three years, tariff adjustments in the housing sector are projected with a gradual decrease in the financial burden on consumers. According to forecasts, the fee is anticipated to increase by 5.4% in 2026 and 4.8% in 2027.
