The Head of Dagestan Sergei Melikov has announced the formation of a working group tasked to develop new mechanisms for the confiscation of inefficiently used land. The group will comprise representatives of the government agencies and the republican parliament.

Melikov has urged the heads of cities and districts to conduct an inventory of land and enhance control over its intended use. As to the top official the current mechanism for land confiscation through legal proceedings is often proves ineffective.

Consequently, the regional leader has advocated for stricter regulations for tenants. Upon entering into rental agreements, it will become imperative to furnish a comprehensive land-use plan, meticulous terms of implementation and evidence of financial feasibility.

The failure to fulfill obligations should inevitably lead to the expropriation of land in favour of the municipal or state authorities. Furthermore, Melikov suggested that municipalities should adopt a more proactive stance in seeking collaboration and proposing land for investment initiatives.
