Large-Scale Cadastral Land Valuation Launched in Dagestan

Dagestan authorities have initiated extensive cadastral valuation of land plots. In 2026, over one million real estate properties across the republic are scheduled for assessment. Deputy Prime Minister Zaur Eminov reported on the preparations for this process to Sergei Melikov, the regional governor. This valuation is conducted regularly on a four-year cycle.

Zaur Eminov emphasized the importance of the cadastral value, which serves as the basis for calculating land tax. The vice premier stressed the necessity for a fair and lawful valuation, citing examples of violations identified during previous assessments. Underestimation or overestimation of value was deemed unacceptable.

Municipalities play a key role in the valuation process. Local administrations are required to confirm the actual use of lands. They will receive lists of plots with data from the Unified State Register of Real Estate. High-quality valuation is impossible without municipal involvement. Starting in 2026, the National Spatial Data System will be applied. This new approach will enhance the accuracy of cadastral operations.

Sergei Melikov demanded the exclusion of any fraudulent activities during the valuation. Data distortion hinders the development of social infrastructure and negatively impacts important projects of regional significance – the governor said.
