Melikov announces creation of expert council to reform local self-government bodies

The Head of Dagestan, Sergei Melikov, has initiated the establishment of a panel of experts aimed at enhancing the system of local governance in the republic. This initiative was taken in response to the State Duma’s deliberations on a bill that empowers regions to independently select the model for their local administration, either unicameral, bicameral or a hybrid system.
Melikov underscored that the well-being of the people in Dagestan is intricately linked to the efficacy of local authorities. The top official noted that transitioning to a single-tier system holds the potential to address budget deficits in rural areas, yet it is crucial to consider the unique characteristics of Dagestan, such as its multiculturalism, religious diversity, geographical distinctiveness and cultural and traditional diversities.
The Council of Experts, comprising civil servants, scholars, historians, members of public organizations, representatives of the religious community and media professionals, will thoroughly examine the issue and devise a comprehensive solution that addresses the needs of the people of Dagestan in an optimal manner.
